Competency and capability
To manage process safety risks in our industries we need not only competent personnel but also organisational capability. Competency is about being able to apply knowledge and skill in a consistent and sustainable manner. Capability can be defined as having the right person in the right role at the right time. This means that personnel need to be competent for the role they are undertaking. This can present a challenge in a dynamic environment, where personnel move into different roles, or pick up additional duties.
How is the risk managed while the personnel are building the capability to do the role? The gap between entering a role and demonstrating capability in it presents a real risk to the organisation. This risk equally exists within our competent authorities as well. Hazards Australasia 2019 focuses on how to build competency and organisational capability in your organisation. This ranges from having competency management systems, to reviewing and managing organisation change. Knowledge and competency, while part of ISC framework, also covers all aspects of the framework, including engineering and design, systems and procedures, culture, human factors and assurance.
