Norway regulator identifies safety regulation breaches on Saipem Scarabeo 8 rig

Norwegian offshore safety regulator Petroleum Safety Authority Norway (PSA), has imposed an enforcement order on Saipem Drilling Norway AS over serious breaches of safety regulations on the semi-submersible drilling rig Scarabeo 8 following an audit between 4 and 7 March, 2019.

On the basis of the observations made in the audit, PSA gave Saipem notice of an order which requires it to review its management system for:
a) training and the emergency preparedness organisation offshore to ensure necessary improvements and adherence to the system for following up on the competence of the individual member of the emergency preparedness organisation.
b) non-conformities and ensure necessary improvements and adherence to the system for compliance with regulatory requirements.

Saipem is also required to undertake an analysis to identify the reason why PSA’s findings were not identified and corrected earlier.

The deadline for complying with the order is 27 May 2019.
