China to have more than 30 million kilowatts of new energy storage capacity by 2025

According to China's National Development and Reform Commission, in order to achieve peak carbon neutrality and strive to build a clean, low-carbon, safe and efficient energy system, the National Development and Reform Commission and the National Energy Administration have issued guidance on accelerating the development of new energy storage.

By 2025, China will realise the new energy storage transition from the initial stage of commercialisation to large-scale development, with an installed capacity of more than 30 million kilowatts. By 2030, China will realise the full market-oriented development of new energy storage.

China's energy storage development is still mainly driven by policies. Photovoltaic companies, distributed energy companies, power equipment companies, power battery companies, electric vehicle companies, etc. have begun to increase efforts to expand the energy storage market and further explore profitable business models. At present, the energy storage industry covers almost all provinces in China, among which Jiangsu Province has the largest scale of new operations. New application modes of energy storage in the fields of renewable energy grid connection, grid auxiliary services, and user-side energy storage are constantly emerging. Among the new projects, user-side energy storage accounts for 59% of the annual new installed capacity.

China is promoting the transformation of energy storage technology from research and development demonstration to large-scale application development from the national policy level. China's strategic layout in the energy storage industry began with the "Renewable Energy Development Guidance Catalog" issued in 2005. In 2010, the development of the energy storage industry was written into the bill for the first time. Article 14 of the "Renewable Energy Law Amendment" stipulates that "grid companies should develop and apply smart grids and energy storage technologies." Under the guidance of this bill, various localities began to formulate policies related to energy storage. On October 11, 2017, China’s first guiding policy for the development of large-scale energy storage technology and applications, "Guiding Opinions on Promoting the Development of Energy Storage Industry and Technology" was officially released, clarifying the "13th Five-Year Plan" and "14th Five-Year Plan" Energy storage development tasks in the period. In June 2019, the "Energy Storage Action Plan 2019-2020" further promoted the transition of energy storage from R&D and demonstration to the initial stage of commercialization during the "13th Five-Year Plan" period.

Energy storage application scenarios are extremely wide, and some of them have entered commercialization. Energy storage applications in distributed and microgrids are generally similar to centralized renewable energy. But it is flexible and applicable, and can be widely used in industry and commerce, civilian use, islands and remote people without electricity. As the proportion of distributed power generation continues to increase, it has also become a hot market for energy storage applications. The application scenarios of China's energy storage show an uneven development trend. In some scenarios where there are only simple demonstrations, industry and commerce, which are the main part of user-side energy storage, have already taken the lead in entering the commercialization stage.

The "Guiding Opinions on Energy Work for 2021" issued by the National Energy Administration of China clearly stated that all localities must promote the industrialization and large-scale demonstration of advanced energy storage. China's energy storage industry will usher in a period of rapid development during the "14th Five-Year Plan" period.
