China builds first national carbon measurement centre

China’s State Administration for Market Regulation has approved the establishment of the National Carbon Measurement Center (Inner Mongolia), the country’s first national carbon measurement centre.

By establishing an online monitoring system for energy consumption of key energy-consuming units, the Inner Mongolia Autonomous Region Metrology and Testing Research Institute has established the new centre for the monitoring and analysis of energy consumption data such as coal, water, electricity, oil, and heat. A standardised carbon measurement laboratory has been built which will have the ability to account for greenhouse gas emissions and analyse carbon sinks in forests and grasslands.

The State Administration of Market Supervision stated that enabling the research institute to build the National Carbon Measurement Center (Inner Mongolia), it can take full advantage of Inner Mongolia’s resources, ecology, and location, and guide measurement technology institutions across China to better serve its carbon peak and carbon neutrality goals.

The Inner Mongolia Development and Reform Commission’s Zhu Dawei has said: “In recent years, the Inner Mongolia Development and Reform Commission has vigorously supported the energy consumption monitoring and carbon emission measurement of key energy-consuming units, continued to strengthen cooperation and communication with Inner Mongolia Market Supervision Bureau, and improved the green standard system of the autonomous region. It will play a positive role in promoting the transition from dual control of energy consumption to dual control of total carbon emissions and intensity.”

The National Carbon Measurement Center (Inner Mongolia) will strengthen the research and support capacity building of carbon measurement technology, and strengthen the collection, analysis, evaluation and application of carbon measurement data. 

Bai Jiangang, Deputy Secretary and Deputy Director of the Mengsu Economic Development Zone in Ordos City, said: "The approval of the first national carbon measurement centre (Inner Mongolia) is an important support and prerequisite for the construction of the Ordos zero-carbon industrial park. On the one hand, it is a carbon emission enterprise in the park. It provides a basis for carbon emission guidance and standard measurement instrument management. On the other hand, with the construction of carbon measurement standards, methods and platforms of the carbon measurement centre, it will provide basic support for the assessment and trading of carbon emissions involved in the construction of the Ordos Zero Carbon Industrial Park.”
