Pre-planned inspections during three days in November 2023 at the Unit 1 HR Building on the Somerset site led to ONR identifying the breaches and issuing four notices. The enforcement notices required improvements to be made to address the shortfalls in compliance and prevent reoccurrence.

A further two enforcement notices were served at this time on contractors Bouygues Travaux Publics SAS and Laing O’Rourke Construction Limited, who are the joint venture partners in BYLOR JV. ONR deemed that these notices were complied with in April 2024.

The enforcement action related to contraventions under the requirements of Article 22 of the Regulatory Reform (Fire Safety) Order 2005.
