The HSE CEMHD Division (covering onshore) will present the newly developed ‘Electrical, Control and Instrumentation operational delivery guide for COMAH establishments’ which the HSE EC&I specialist inspectors will use in their Inspections.
The presentation will explain the rationale behind the guide, outcomes form trials and feedback received from industry and how that was incorporated. It will also cover the scope of the guide and an important element of scoring performance and how that will be used for targeting inspector resource in future planning.
The session will be useful to all Companies that operate under the COMAH regulatory regime. It will also be an opportunity for discussion and for Companies to provide an input and influence the future direction of the guide and how HSE inspects in this discipline in future.
-----------
Richard Barnes - Chairman, Fieldbus Foundation UK
'The application of FOUNDATION Fieldbus and the intelligent field towards improving safety in hazardous area process plant.'
FOUNDATION Fieldbus (FF) was designed for use within the process industry and the hardware specification has always had hazardous area implementation in mind. But how exactly does the application of the technology work to reduce risk to workers and increase productiveness? This paper/presentation will address how FF design and its application can streamline the work procedures and increase data available to make informed business decisions based upon asset status and device degradation information.

UKPIA - Better Regulation Review – A new approach to COMAH Regulation in the UK
Peter Davidson; Director
The Better Regulation Executive (BRE) was established by HMG in 2012 to help to reduce the impact of regulation on Business. For the chemicals and downstream oil industries, this followed comments raised during both the Lofstedt report in 2011 and the subsequent chemical sector review in 2012. The BRE challenged the regulator and industry to develop a series of measures to improve the efficiency of COMAH regulation in the UK. The measures developed include ensuring a more joined Competent Authority – with one agency lead for COMAH, and the need to consider recognition and performance when developing intervention plans. These new measures will be rolled out to all COMAH operators in Q4 2014. The purpose of this presentation is to explain what these measures are and how they may affect you.

Complacent Consequences
Paul Burns - CB Safety Service
Explained from the perspective of the injured party how a complacent attitude towards health and safety for one task on one day resulted in horrific injuries for one employee for life.
'Told as it was' in layman's terms. No pointing the finger of blame at any individual or company. Just how this accident / injury happened and could have been avoided.
Where lessons can be learnt. That when a complacent attitude is present it can and does result in debilitating injuries for an employee.
NB - Due to the frank nature of the talk and the visual content some attendees may find some scenes disturbing.
------------
Neil Smith - COGENT & National Skills Academy Process Safety Management Board
"Influencing change: our journey towards excellence in process safety."
This paper aims to provide a brief historical perspective on the PSM programme, highlighting the strength of stakeholder support, recognising where the take-up has been good and putting the spotlight on where the difficulties in engagement still lie.
------------
Dave Stubbings - Technical Director CML Ex (London & Ellesmere Port)
Two part paper covering 'Retrofit Ex luminaires for LED’s & Export market regulations'
The attraction of modern high power LED modules as a retro-fit into existing Ex luminaires is an attractive proposition, but must be approached with caution and a good knowledge of the means by which safety can be achieved. This presentation will look at the requirements of EN 60079-19 alongside some commercially available LED modules and the issues that could arise when confirming compliance with Ex standards.
Export market regulations
Many companies focus on international exports, however in order to meet local regulations for Ex equipment, there can be many new pitfalls that cause lengthy delays and costly changes to products. This presentation will look at foreign approval requirements in general and North America in more detail.
------------
Kevin Honner, Draeger 'Infrared Sensors for Detection of Flammables in Portable Gas Detectors'
Conventionally portable gas detectors used for personal monitoring and applications such as Confined Space Entry and Hot Work Testing, utilise a catalytic sensor for detecting flammable gases and vapours. These are often very reliable and suitable but in recent years there has been a substantial increase in the use of infrared technology for flammable gas detection.
This talk explains the reasons for using IR detectors and the key characteristics of these.
